At the beginning of 3rd dynasty of Ur Sirara was a temple complex in Lagash - it may also (or instead) have been a city as mentioned in The Royal Chronicle of Lagaš. It has been suggested that the city-state known as Sirara was also called Nina or Nimin which was probably a seaport.

Sirara (goddess)

Sirara, also known as Nanshe, is the goddess of the Persian Gulf in Sumerian, Babylonian, and Akkadian mythology. In creation mythology she is given charge over the waters of the Gulf by the god Enki, her father. She also helps the poor, orphans, and widows. She was born to heal her father's neck after being cursed by his wife.
