KCSB-TV (Channel 3) is a public, educational, and government access (PEG) cable television channel run by the City of San Bernardino, California, USA. It is seen on Charter Communications and Time Warner Cable systems in the city and parts of Highland, Loma Linda, Rialto, Colton and Grand Terrace as well.
KCSB produces many local programs, including longtime favorites such as Inland Empire Alive!, The Jazz Connection and Inland Empire's Most Wanted, formerly San Bernardino's Most Wanted. San Bernardino City Council meetings are also broadcast on the station. KCSB runs a community bulletin board when it is not showing programming. Some of KCSB's programs have been shown on other cable systems outside of San Bernardino and on the low power TV stations KVMD, KXLA and KPXN-TV.
KCSB was the flagship station of the local TV network Inland California Television Network, a partnership between California State University, San Bernardino, the City of San Bernardino and about 20 other surrounding cities. Its programming also ran on the public-access television cable TV channels of the other cities in addition to San Bernardino. The network produced a Monday through Friday newscast that was also broadcast over the airwaves by KVCR-TV Channel 24, owned by the San Bernardino Community College District. The San Bernardino County Sun and Inland Valley Daily Bulletin newspapers helped contribute news items to the newscast in return for plugs for the papers. After fifteen months, California State University, San Bernardino, pulclosed ICTN due to a lack of sufficient advertising revenue.
KCSB's sister station, Access San Bernardino, broadcasts public-access programming submitted by viewers, as well as the programming from the Pentagon Channel, the California Channel and Classic Arts Showcase. It is seen on Time Warner Cable Channel 17 and Charter Communications Channel 32.
