What is "agroinvestbank"

OJSC Agroinvestbank is one of the largest banks in Tajikistan. The bank is currently led by chairman Murodali Alimardon.
As of March 2016, Agroinvestbank has reputedly been issuing risky and uncollateralized loans to cotton producers and other agricultural concerns, which may then "require the injection of public funds in an amount equivalent to around 2.5 percent of gross domestic product" of Tajikistan, according to an IMF report.
